If your iPad is not operating as expected, try a forced-restart - as this will often clear an isolated software issue:

I apologize, I thought I posted this in an area specific to Pages. Since getting iPadOS 27, nothing happens when I go to Insert > Footnote.
sberman, when I took off my Magic Keyboard, I was able to do the method you showed. Thanks for that insight. It must be an issue specific to the menu bar.
Your statement is sadly lacking in detail. Are you having difficulties with a specific App since upgrading to iPadOS 27?
If you provide sufficient detail of your difficulty, in particular the App (or Apps) that you are accustomed to using to create footnotes, contributors here may be better able to offer appropriate help or guidance.
As LotusPilot said, you have asked us to guess the app involved.
I just used Pages, and found no problem adding a footnote with iPadOS 27.
Which app. Apple Notes or GoodNotes. If any of these apps, the issue is persisting, give it time. It might be just a regular bug.

Ok. I don’t know about Pages. But, I have also seen, Footnote is there on the right of the top of the keyboard. Thanks for the clear information Craig_Monster92. Thanks for the screenshot of your iPad with the Footnote icon pointed out sberman.
Ah, glad you were able to gain that insight. I don’t own or use a Magic Keyboard, so I can’t help you there.
