Having just installed this, I’d say you need to report this to Apple Support.
Restore from a Time Machine Backup:
Did you create a Time Machine Backup prior to upgrading? If so, back it up, once more, and then restore from the previous backup. If not, then report it to Apple, and take this as a learning experience, knowing to always create a Time Machine Backup of your Mac prior to making an changes to it, from updates and software installs. That way, you can have something to recover** your Mac from should anything go wrong afterwards.
Report this to Apple:
Do your Part: Inform Apple of your feedback of this issue. Include how you’ve troubleshot this, and your results. Apple wont get back to you directly, but the more feedback they receive from its users, the more likely they will know what needs to be fixed, and what their customers prefer in updates, and future macOS versions to come. Apple with know nothing of this occurrence, if you don't report it to them.
