That usually means the family hasn’t been moved to the iOS 27 parental controls yet.
Apple says every device in the Family Sharing group has to be on version 27 or later before the redesigned Screen Time controls become available. Check Settings > Family > View Family Devices and see whether anything still needs updating.
Once everything is updated, go back to Settings > Family. The family organizer or parent/guardian should see Get Started to review and update the existing parental controls.
If even one device can’t be updated, Apple says the family can continue using the older iOS 26-style Screen Time controls instead.

I finally got the new parental controls to update, so I wanted to share exactly what worked for our family in case anyone else is stuck because of “Legacy Devices.”
The issue for us ended up being older devices associated with our family members’ Apple Accounts that cannot update to version 27. In our case, we have Intel MacBooks that are still perfectly functional but cannot update to macOS 27. Apple was identifying these as Legacy Devices, and they appeared to be preventing our family from completing the parental-controls update.
What finally worked was temporarily removing every legacy device from the Apple Account it was associated with. We did NOT manually sign out of iCloud on the Macs, erase anything, or change anything on the actual legacy devices. I would actually recommend not signing out of iCloud on the physical device. We simply removed the legacy device from the Apple Account’s device list.
On an iPhone, go to Settings > [your name/Apple Account], scroll down to the list of devices, tap the legacy device and choose Remove from Account/Remove Device.
Make sure you check EVERYONE’S Apple Account in your Family Sharing group, including your children. This was important for us because old devices can still be associated with a child’s Apple Account even if you haven’t used that device in a long time.
If Screen Time prevents you from accessing the Apple Account settings on your child’s device, on the parent’s iPhone go into Screen Time > [child’s name] > Content & Privacy Restrictions > Allow Changes To > Accounts and temporarily change it to Allow. Then, on the child’s current iPhone/iPad, go to Settings > [child’s name], scroll down to their device list, select any old legacy device and remove it from the account. Repeat this for each child/account as necessary. Once you’re finished, you can change Account Changes back to Don’t Allow.
After we removed the legacy devices from all of the relevant Apple Accounts, we were finally given the option to update/migrate our parental controls.
Here’s another strange part that may help someone who thinks the update still isn’t appearing: the option NEVER appeared on my iPhone. I am the Family Organizer, so I assumed it should appear for me. It didn’t. My husband is listed in our Family Sharing group as a Parent/Guardian, and the update option appeared on HIS iPhone instead. We completed the parental-controls migration from his phone, and once it finished, the new parental controls became available on BOTH of our iPhones, including mine.
After the migration was completely finished, we went back to our Intel MacBooks and signed the Apple Accounts back in. The Macs asked us to authenticate the sign-in. Our iPhones received the normal authentication alert/code, we entered the code and Apple Account password on the Macs, and that was basically it.
Nothing was lost, the Macs are working normally again, and adding those same legacy Macs back did NOT remove or disable the new parental controls. We still have full access to the new parental-control features on our iPhones.
So, at least in our experience, the legacy devices seemed to be blocking the initial migration. Temporarily removing them allowed us to complete the migration, and afterward we were able to add/sign back into those same legacy devices without a problem.
Obviously I can’t guarantee this will work for everyone, but after a ridiculous amount of troubleshooting, this is what finally got our family through the update. Also, if you’re the Family Organizer and still don’t see the update option after clearing your legacy devices, check the iPhone of another adult who is designated as Parent/Guardian before assuming it didn’t work. That ended up being the missing piece for us.
Had the same issue. Spent over a week trying everything. I now have the new parental controls.
Once you have updated all devices in the family sharing group to iOS 27. Go to the organizer of the family group, settings, name and scroll down the devices lists. Then go to each device settings and one of them will show you the option to update to the new parental controls. I spent a week on this but was only looking at the setting from my iPhone 18 Pro Max. Assumed, this is my main device and it came with iOS 27 out of the box. But no, the option to upgrade was just sitting there in the settings of a 2022 Mac Mini 🤦🏻♂️
Here's the answer that worked for me. For some reason even though the instructions indicate the organizer of Family Sharing has to do this, it only showed up for my wife on her account.
I’ve read up a big on this. Ios27 screentime new features has a strict device requirement. In that every single device in your household that’s linked under Family has to operate on Ios27 or equivalent..
My Apple Watch on watch ios10,6,2 and daughter iPad mini 5th gen iOS26.7 are holding us up from moving to the full fat ios27 version of screentime!
even thought all our family are on iPhone 11 upward which are all on ios27 our 2 x MacBooks are Golden Gate and we have 2 x neos on the way which will i guess will be macOS 27!
i’ve looked into unpairIng and signing out of these legacy devices and updating to the full version of iOS 27 and then re-linking the legacy devices.
It seems people have tried this and whilst the legacy devices are fully working, they will be unable to register pair or sign in with back to an ios27 devices. They are then incompatible with Family iOS 27.
so in my case the 2 Apple Watches, 1 iPad mini and one MacBook Air would be unusable. 🤷🏻♂️
or as Apple say, you can keep using your legacy devices and screen time, but it will be the ios26 version of screentime.
Even though you’ve upgraded to ios27 the new screentime features will not be available if you have one legacy device under Family.
So we have some growing out and upgrading before we get the full ios27 function here! Not quite the fix I was expecting Apple!
Hi all. Just spend the whole day on this and quite complicated but the new design makes sense finally.
Ok so like everyone else said must update everyone in family to 27.0. There are a few annoying things like must get rid of legacy hardware tied to your members of your family.. My daughter still had ipad from 3 years ago.
Even after I did that nothing changed. So in the old design go to family and look at the recommended to do. Finish what they ask for like emergency contact for my daughter. When finished you will notice there is no longer a family section just screen time.
Have fun and interesting menus change with doing as told.
Update - In addition to the above, I also had an issue with the new screentime functionality not showing up. I eventually realized that my 3 Apple TV Boxes can not be upgraded to iOS27 and were connected to my Apple ID… and Apple says that ALL connected family devices not able to upgrade to iOS 27 need to be removed in order to get the new functionality. I removed them on my phone and then signed out (deleted my profile) on all 3 Apple TVs. Nothing changed immediately so I gave up for the day.
BUT overnight something did happen and when I woke up in the morning I had an upgrade notification in settings to upgrade our family screentime.
After upgrading screentime (the new functionality is cool by the way), I went back to the Apple TVs tonight and recreated my profiles and did not lose anything on them. The new screentime functionality on my phone is still there so all is good.
As far as the issue that I am replying to above about the FaceID requirement blocking their iMessage screentime requests, my kids disabled it so I’m not sure if that’s still an issue now that the family has completely moved to the new screentime but I will try to have them turn it on in the next day or two and see if that’s still an issue and update accordingly
Our issue was initially legacy devices. Got those removed via either remove by the falies current devices, or via account.apple.com. After that, no love, no joy... For two days. Even removed Apple TVs that did not need to be removed, moded the screentime already there to see if it bump the device to give the new controls... Nothing. Finally, I used the Calendar Copy app to move all the family appointments, reminders and schedules to a freshly minted calendar not generated by family sharing for back up reasons, moved other reminders to my own account, and wiped out family sharing (nuclear option). Once recreated, we finally had the new parental controls.
I had this same issue. Family Devices not showing full list in Family as Organizer (and still doesn’t) So I had to confirm all devices (Mac’s, iPhones, iPads, and Watches) were up to date in each family members device list separately - however, I was able to force the update to the new iOS 27 Family Screen Time stuff by stopping the family sharing as the family organizer and setting family backup from scratch and that kicked it on for me. Yes, that is a pain and not ideal, but it worked to force the devices. I had reached out to apple support and gone through 2 tiers and callbacks.

No, they haven’t.
That is why you don't see it on your device for managing Parental Controls when there are devices not using the OS version that includes those extra features. The additional Screen Time features were announced for iOS 27, so obviously they are not usable on any device that is not using iOS 27. You can still use Screen Time like you always have with legacy OS devices in the plan.
You can certainly use the Verizon Family app for parental controls, but similarly it is not supported on legacy devices that are not using iOS 17 or later, so for example an iPhone X cannot be part of that family. That is an eligibility requirement set by Verison, not Apple, and in that case it cannot be used at all.
For Android phones, Google also announced more parental controls for their family plan this year, but again those features are only supported on devices that are capable of updating to the Android 17 OS version. That means you would not be able to use them when there is any device in the plan that is not capable of updating to that OS, for example a Samsung Galaxy s22 released just 4 years ago. For comparison the new features Apple has offered are eligible on the iPhone 11 or newer released 7 years ago.

You have alternatives, but as you can see each are restricted by the OS version and not available when a legacy device in that plan is not able to update to that version.
I just got off a chat with support. This is being caused by a specific bug. You need to contact support to walk you through the multiple steps to reset a token related to the app store. It does not fix it right away, may take hours. I'm going to check in the AM. All devices will need a restart on each device to see the changes.
We had an issue with requests not showing up any longer in parents messages after upgrading family to ios27. Actually 1 of our 3 kids, the requests were still coming to our messages as normal but the other two kids were not. It turned out that two of our kids had Face ID turned on for the messages app. And when upgraded to iOS 27, it blocked the request from being sent via iMessage. We have verified this several times by turning off the face id requirement on their message apps (iMessage requests work) and turning it back on (iMessage requests stop working again).
I sent a bug report to Apple on this - we will see what happens
Just an update - the new screentime controls continue to work for our family after removing all our Apple TV boxes from my phone and removing my profile from them temporarily. I had to remove my profile from them because otherwise they kept showing up on my phone every time they were turned on and that would stop the new screentime from showing up. Remember also that it rarely shows up immediately- something syncs overnight after you have removed all the old stuff.
Finally we did test the issue about Face ID requirement on messages with the new screentime and unfortunately that’s still a bug so my kids had to turn that off. If they left it on, it no longer sends the screentime request via iMessage and in fact it’s actually worse, the request doesn’t even show up in the new screentime manually to approve. So they turned off the Face ID requirement to access messages and it works fine again.
Update - Apple engineers on the backend of their servers did something about 20 minutes after this post…… new screen time and parent controls appeared!!!! They worked for 2 hours. Then my sons reverted back to the old 26.7 layout…. Whilst my daughters stayed in the new control form. Then 10 minutes later his returned to the new version. So hopefully will remain stable from now on….. fingers crossed…. Not something you used to have to do with Apple.
shows though, if stuck like me you need to get escalated to the seniors who can get the engineers to change something in the backend. It’s nothing you can do as the organiser, user, customer. Get on the phone… good luck…
Now got it working after removing old devices from all family members accounts… and I already regret getting updated. We work with extra screentime requests often and now they getting sent via iMessage. Not via notifications which you could quickly approve. Now, whole conversation with the kid just gets all these requests which must be approved there. No idea why they added such unconvinient extra step.
