Apple charging more sales tax than the Franchise Tax rate for California

I pre ordered my new iPhone 18 Pro and notice that Apple is charging me 11% sales taxes, and I verified with the State of California that my sales tax rate for my address in Northern California is 10%. My son also ordered his iPhone and Apple is also charging him 1% more that his current sales tax rate in Southern California. I tried emailing Apple's Sales Tax Department and the email does not go through saying it is not accepted. Can someone help on why Apple is charging more sales tax then shown on Franchise Sales Tax rate for California.
