Data transfer between iPhones stuck and failing

It’s been almost 9 hours and the transfer from my 16pm to 18pm still isn’t done.

the first time it said est time remaining 2 hours then it transferred with 2 mins left and sat stuck frozen for over 45 mins

then I reset the 18pm started over using cord and estimated 4 hours 45 mins then 10 mins til done frozen for over 45 mins again

then reset 18pm again and trying to even get the transfer started kept failing. Took a break reset and shut off. Then 3 hours ago tried again was doing great and now it’s been on 4 minutes left for almost an hour.

both phones have the current iOS 27
