App Store Re-Appears

How do I keep the App Store from coming back on, my daughter’s phone has time limits and downtime on, everything else stays off, Safari, Mail, Camera, Wallet etc. So it’s the only thing I have to go Screen Time > Content & Privacy Restrictions > ITunes & App Store Purchases every morning and put it all back to “Don’t Allow” and “Always Require” and I want a solution for that and how to keep it off. I have a Screen Time Passcode that my daughter doesn’t know it.
