iPad Home Screen difficult to rearrange, missing folder minus signs
Hard to rearrange home screen on ipad my342ll/a ios 27. Lots of missing minus signs on home screen folders.

If you press and hold an app icon, a menu results. If you continue holding and start to move the icon, the minus sign appears and you can rearrange. Just tested it with no issues on my iPad A16 running 27.
In a search of the MacTracker database, "342LL/A" returns only this iPad: iPad Pro 11-inch (2nd generation) (Wi-Fi + Cellular)

So we are sure of what you have, can you verify your model number (including letters at the beginning) from Settings > General > About:
and then TAP the model number to find its "A" number:
