After an update my iPad is not activating despite being connected to the internet and it’s also connected to a vpn

VPNs can impact the ability (or completely deny access) to communicate both services on your local network and some internet services - as Apple's Activation Servers.

If you are experiencing difficulties with (re)activation of your iPad, you may have more success if you connect your iPad to a Windows PC (with iTunes for Windows installed, or more recent Apple Devices App) or a Mac computer (with iTunes or Finder - as appropriate for the installed version of macOS). Once connected to your computer, your iPad will be detected - and you should be able to activate using iTunes.
A restart of your WiFi Router may also be helpful.
To restart you home router, disconnect power - then wait at least 30 seconds before restarting. When you router has rebooted (which may take several minutes), force-restart your device:

Доброго времени суток! Дочь пользоваться смартфоном! по непонятным причинам блокировка активации! Телефон рядом лежит! В поддержку написала 3 раза. Все безрезультатно, и причину указать не могу. Был послан чек, коробка, фото экрана с именем - бестолку!!!! Качество поддержки нулевое!!!! Нет никакой обратной связи!!! Бесплатной горячей линии нет!!!! Причину почему разблокировать не могут не объяснить!!! звонить с Сыктывкара в Москву домой за деньги не хочется! Телефон, взятый в рассрочку, дает оплату за камень. какие еще доказательства нужны для того, что телефон в моем пользовании????
