Apple Music profile setup stuck loading

i'm trying to set up my apple music profile but ive been stuck loading on this page. ive tried:

• restarting my phone
• restarting my wifi
• paying my wifi bills and making sure its on full bars
• switching to mobile data
• offloading and even uninstalling the app
• making sure my family subscription permissions are turned on
• signing out of my apple id and signing back in

(every other app loads just fine, so it cant be my connection)
