Safari on iOS/iPadOS 27 not saving per-site settings?

For instance, there are a handful of sites I disable content blockers on as they break functionality, on OS 26, it would remember that every time I visited those sites. Now I have to manually disable it every single time I visit those sites.

Under Safari settings all categories under “Settings for Websites” are blank with no sites listed. Tried restarting my devices multiple times and toggling off “Share Across Devices“ with no change, issue is persistent on iOS and iPadOS. Per-site settings still work as expected on Safari in macOS 27.
