Is it possible to download older version of itunes, so I can continue to use my nano 7th generation ipod. if so, what are the steps to uninstall current vwersion and reinstall older version. Thank you.

If this is actually a 7th-generation iPod nano, rather than the iPod touch listed under your post, I wouldn’t downgrade iTunes yet.
Apple still documents using iTunes on Windows 10 or later to sync an iPod nano, classic, or shuffle, so an older iTunes version shouldn’t normally be necessary.
Before uninstalling anything, I’d first check whether the nano appears in iTunes when you connect it. If it does, what happens when you try to sync music — do you get an error message, or does the sync simply not start?

It should not be necessary to use an older version of iTunes, the current version works.
However, if you have iTunes installed Apple TV, Apple Music (the app) and Apple Devices, that will prevent you from using Sync to manage your iPod. Uninstall all three apps from iTunes.
In addition, if you are using Apple Music (the subscription service as opposed to the app), you will need to end that/unsubscribe from it, even if you are in the trial period.
i use a normal version of itunes on my sony vaio (not on wifi/internet) dose not connect to itunes store but i just drag and drop on itunes msuic that was dowloaded years ago from itunes store and onto the ipod. there is no prob if you drag mp3's from computer or usb stick into itunes if you dowload them on another computer.
