Menu bar won't show in full screen when:
True in Firefox and in Safari. So can't quickly check time, for instance, unless I leave full screen (by using control, command F).
How can I fix this?

Make changes to Menubar settings...to elicit some change and test, only then come back to you preferred settings ...

This will tell you if it a universal issue or isolated to your user/admin account.
I have encountered the same problem, but after restarting my Mac, the menu bar appears in full screen as well.
Try clicking the in the upper left. Then tap System Settings. Choose Displays, and then Default for your Mac’s display.
Thank you, but default was already selected. Unfortunately this did not fix the problem, even when I chose another selection then returned to default. But thank you for helping me rule that out as a solution and thank you for replying.
