I cant seem to setup downtime for my sons phone without it blocking his classcharts app - even when I set it to always allowed and also chrome to always allowed....I get the message "you've reached the limit on your ios.classcharts.com". This is with the app limits turned off.

Open the Settings app and go to Screen Time.
Select your son's name (if using Family Sharing) and tap Content & Privacy Restrictions.
Tap Content Restrictions and select Web Content.

Yes I tried that as all the articles point to that but it makes no difference.
