Add Notes option missing for some Calendar entries

ADD Notes not available on some Calendar entries.

If I want to go back and revise a calendar entry I don’t have the option to Add Notes. I see Add URL, and Add Attachments but no Notes.

Now, some old entries do have the notes option.

What is going on?
