Persistent iCloud storage notification won't go away on iPhone
there is a red notification telling me to buy more space and it wont go away

Did you check your actual free storage space in iCloud?

- Open the Settings app, then tap your name.
- Tap iCloud to check the amount of iCloud storage that you've used.
- Tap Storage or Manage Storage for more details about your iCloud usage.

If the free space in iCloud is low, you can transfer data from iCloud to your computer, before you delete it in iCloud:
Archive or make copies of the information you store in iCloud - Apple Support
But remember, that this will also remove the synced data from devices connected to your iCloud account.
