I have no option to allow my apps access to my photos

Every time I try to allow an app access to my photos I can’t ? Like the option to just isn’t there . I’ve tried going to settings and privacy to allow it from there but I still can’t . When I go to photos from there I still don’t have the option to allow apps to my photos .
