Unable to drag windows on the desktop after upgrading to macOS 27

For some reason after the upgrade to OS X 27, I cannot drag a window around on the desktop. I can resize the window using click-drag. I click-drag icons INSIDE the window, I can click on buttons, I can click-drag things to the trash. The ONLY thing I cannot do is move a window around on the desktop.can anyone hemacos27 isues
