App Store won't download apps

Appstore on MacBook won't download any apps. I press the button Get, then Install, the wheel starts spinning for a while and quietly stops, and shows the "Get" button again.

I tried signing out, and signing in to Appstore, I tried restarting the MacBook, I tried deleting ~/Library/Caches/com.apple.appstore contents, I tried making a new admin user and downloading an app, it still doesn't work. Downloading apps from the same Apple Account on my iPhone works fine though.

What's the issue and how can I solve this?

MacBook Pro 16″, macOS 15.6
