iTunes will not run on Catalina and later. Use the Music and TV applications and the Finder, instead.

If you can import Messages with the new arrangement, the controls to do so would be in the Finder, not in the Music application.

Another option might be to enable Messages in iCloud on both your iPhone and your Mac. Then have the iPhone “Sync [Messages] Now” followed by having the Mac do the same if you want to speed up the initial transfer.

Music has nothing to do with iMessage.

To sync messages between your iPhone and Mac, iMessage (the app) must be enabled on both your Mac and iPhone as well as in your iCloud settings on both devices. Also, in your iPhone settings you must enable RCS and MMS (SMS) messaging, otherwise you will only see actual iMessage messages.

OTOH, if actual importing for retention (vs. sync'ing) is what you want, then I suggest using iMazing to import your messages to your Mac.
