Can I send a fax from my Macbook Air or iPhone?

You would have to use a 3rd party cloud based fax service.

Yes, my iPhone 16. HP printer app on phone. Took pic of fax copy, answered questions and hit send. I hope that both faxes did send.
If you subscribe to HP's service it sent the fax from their cloud service. It is not possible to send a fax using a cell phone as it is to send a fax using an old fashioned analog phone line.
Thank you. My HP printer actually sent the faxes through my phone, I hope. It won't print but it did send a fax. Surprise. Thank you.

Presumably that’s a landline phone with its line attached to your printer via cable.

Sent it through what phone? Not your iPhone.
