You neglected to mention what OS is currently installed on this laptop (if any). That will affect how you can install macOS 10.13 High Sierra.

If you have an older version of macOS installed, then things get more complicated to upgrade.
And if the laptop has no OS installed on it, then things may be even more complicated, but you could try booting into Internet Recovery Mode using Command + Option + R assuming that macOS 10.12.6+ was installed on this laptop sometime in the past.
