Deleting Voice Memos iCloud data fails with infinite wait animation on iPhone

Deleting Voice Memos data from iCloud fails with an infinite wait animation.

I go to Settings > Name > iCloud, tap "Storage 745.7 of 5 GB", tap "Voice Memos 537.6 KB", tap "Delete Data From iCloud", and see a "Delete data?" popup. I tap "Delete" on the popup. I then very briefly see a "Can't Undo This Action" popup with a "Permanently Delete" button.

The "Can't Undo This Action" popup disappears before I can tap the "Permanently Delete" button. I then see an infinite wait animation.

The same thing happens when I try to delete data from 2Do (third party todo app.)

Powering off the iPhone didn't help.
