iCloud Notes completely vanished from server—Not in Recently Deleted or Data Recovery Portal

My iCloud notes completely disappeared from the server. They are not local on my phone, they are not in the Recently Deleted folder on iCloud.com, and they are not appearing in the Data Recovery portal. I need an advisor to check for a server-side iCloud Notes database rollback.

They were deleted two days ago by mistake.
