Individual enrollment as Apple Developer is failing.
I'm not able to be enrolled as an individual apple developer. I checked the 2-factore-approval, but that is on. What can be wrong?

There are numerous reports of Developer Enrollment issues, Unfortunately, no one responding here works for Apple. We cannot fix this nor give you an official response.
Apple separated the Developer forums from these consumer product forums about a year ago, meaning few developers are left here to share their experiences or solutions.
