Safari history deletes after restart on 2020 Intel MacBook Air running macOS Sequoia

2020 Intel Macbook Air. Recently updated to Sequoia, which caused many issues, but particualarly annoying is that Safari history keeps deleting itself. I was able to recover my history from timemachine the first time this happened. Now, every time I restart the computer, the history records from after the recovery disappear but the recovered content remains. How can I fix this without deleting all my history and starting again?
