Why do you need Siri enabled to use CarPlay ?

No.

Siri is required.

You can switch Siri to be summoned using the iPhone side button or with whatever vehicle button is used with your particular infotainment system, which avoids your always-listening concern.

The “why?” questions are for Apple, and not for us.

I have Siri set to be summoned with a long-press of the side button, FWIW. Not with “Siri” or ‘Hey Siri”.

Why questions cannot be answered by users here as it is an Apple policy . You can send Feedback to Apple if you wish. They don't typically respond to any feedback, but they do read and log the feedback for consideration in future iOS versions.

There is not. It is number 4, for the things to check if CarPlay is not working.
