can't transfer files and photos between pc and IPhone

I just got the iphone 17 pro and can't get it to transfer files and images to and from my PC. I just updated Windows to Windows 11, version 26H2 and IOS 26.7.1. I tried the Apple Devices app from Microsoft and it doesn't see the phone. It doesn't show in Windows device manager, even though I tried to manually reinstall the driver. I've tried multiple USB C cords and different ports on the PC. Yes I have rebooted the pc between steps.

You can do more than just transfer photos and videos between your iPhone and Windows PC. With Phone Link on Windows and Apple’s Link to Windows app on the iPhone, you can also view Messages, send and receive messages, and make and receive calls directly from your PC. Use Phone Link to Sync Your Android or iPhone ...

Link to Windows: App Store — Link to Windows

What you need

  • An iPhone running iOS 17 or later
  • A Windows 10 or Windows 11 PC with the Phone Link app
  • The Link to Windows app installed on your iPhone from the App Store
  • Bluetooth enabled on both devices

Set up the connection

  1. Open Phone Link on your Windows PC.
  2. On your iPhone, open Link to Windows.
  3. Scan the QR code displayed on your PC.
  4. Follow the on-screen instructions and grant the requested permissions, such as Bluetooth, Contacts, and Photos.

Once paired, your iPhone and PC can work together for calls, messages, notifications, and photos.

Send and Receive Messages (iMessages / SMS / MMS)

Enable photo and video access

On your iPhone:

Settings → Link to Windows → Photos

Choose All Photos, or select the albums you want the app to access. This allows Phone Link to work with your iPhone photos and videos.

Transfer videos from your PC to your iPhone

If your main goal is getting videos from your Windows PC onto your iPhone, you have a couple of options.

Method A — Drag and drop

  1. Open Phone Link on your PC.
  2. Go to the Photos section.
  3. Click Add photos, or drag the video files into the Phone Link window.
  4. Follow the prompts to transfer them to your iPhone.

Method B — Use Windows Share

  1. Right-click the photo or video file on your PC.
  2. Select Share.
  3. Choose Phone Link.
  4. Follow the prompts to send the file to your iPhone.

So, Phone Link isn't limited to simply viewing your iPhone on a Windows PC—you can use it as a convenient bridge between the two devices for calls, messages, photos, and other supported content.
