I have an iphone 13. Recently, I am not receiving any messages from callers who are not using an iphone. What can I do?

Seems cellular data may need to be turned on for text and SMS MMS messages to use the Messages app. (Provider charges may or may not apply, depending on provider and plan.).

View or change cellular data settings on iPhone - Apple Support

Eg: says:

View and manage cellular data usage

You can see how much data each app has used and you can turn off cellular data for individual apps.

  1. Go to the Settings app on your iPhone.
  2. Tap Cellular, then do any of the following.
    • Turn cellular data on or off for an app or service: Scroll down to the list of apps and services, then turn an app or service on or off. When cellular data is off for an app, iPhone uses only Wi-Fi for that service."

(More info. in the linked article if needed).
