issues with pdf saving and pages "not being found in my region."

I am very frustrated. I am trying to update my resume through Pages like I always have and it's saying that it's offline and not available in my region. Never had that issue before. I checked online on how to fix that- everything I checked in settings is showing correct information / region. When I try to edit the document through pages on iCloud.com, it's so messed up and then when I try to export via PDF, it literally just comes up as a screenshot of my screen as the file, not the actual document. I am beyond frustrated at this point.
