Identity registered with another unknown apple account

Hello,

I am trying to enroll in the apple developer account and I received a response that my identity was already verified with another apple account, but I did not verify it ever before and I only have my current account, I never had a second apple account, support is refusing to give provide the account being used with my identity even though I mentioned that I can prove my identity as to who is asking for this request and is not allowing me to remove the previous account (Whomever it is).

What can I do in this matter?

It's blocking me from developing my application
