iMessage deleted & recently deleted no syncing on iPhone & Mac

iMessage on both us the same Apple ID which is my Mac email address.

I have iCloud sync’d on both.

My problem is, deleted messages & recently deleted messages are not syncing. I get messages on both platforms with no problems but I have to delete & go to recently deleted on both platforms & delete from each. This started back on version 25 or earlier on both devices & has never corrected.

I have logged out of my Apple ID on both devices, turn off iCloud on both, & reinstalled iMessages on both but nothing is fixing this. Is this going to be a permanent issue?
