Right now Iphone does sync pictures with Icloud because it thinks my ICloud is full. I have deleted files from ICloud so there is room. How do I get the Iphone to recognize this?

Go to Settings, tap on your name, then iCloud, and look at the available storage. It should be more than the total size of your photo library: Settings/General/iPhone Storage and you can see the size of your library.
If you need more storage in iCloud go back to Your Name then iCloud, tap on Storage/Change Storage Plan and you can increase the available storage.
