FYI, Apple Account funds and Gift Cards are generally non-refundable.

[the funds are quite literally in Apple’s “bank account”]

You are fortunate that Apple placed your damaged gift card funds on your account so that they might be redeemed for Apple Goods and Services.

The chances of successfully obtaining a cash refund however, are likely fairly low.
