Why DOESN'T Apple Have the Intelligence to allow you to SIMPLY create a playlist on my iPhone, without turning on Sync? Where is that Intelligence?

Why DOESNT Apple have the Intelligence to allow you to simply create A playlist on an iPhone, just like you previously were able to? I do NOT want to sync, much less view 32,000 songs from our Mac Apple Music system that has been broken since the last 2 Mac OS upgrades.
