my very elderly relative having problems with lost access to certain features.

no passcode being asked for on opening any more.

no access to safari, Facebook FaceTime, Messages, internet games. She can access emails and downloaded book.

she is not close by and I am finding it difficult to to make suggestions or help her.

It is an 8th generation iPad, and not mine linked to this question.

strangely her husband also has lost the passcode question on opening his but everything else is working.

Helping someone remotely is challenging enough, and helping someone over this user-to-user support site even more so. Helping someone over this website through a third party (you in this case) is almost impossible.

Fortunately Apple has a way to remotely view (not control) your elderly relative's iPad (with her consent of course), and in so doing is likely to provide suggestions that will work. Given the access difficulties you describe that may or may not be possible though, and it's not even clear to me whether that iPad even has Internet access — the fact she can access emails is inconclusive because those email messages may be older ones.

She or her husband should contact Apple and ask about the best way to proceed. Start with the Support link on these pages. Do not conduct a web search to find Apple's contact information because most search results will be scams. Many of them are designed to specifically target elderly people.

Fixing whatever is wrong might be as simple as connecting that iPad to the Internet: Connect iPad to the internet - Apple Support. Perhaps you can confirm that.
