Issue adding specific bank cards back to wallet after upgrade - please help

Hopefully, someone here can give me the steps I need (and can understand) to fix this problem. I've had iPhones since they came out and know just enough tech to be a danger. I have upgraded religiously nearly every year until i got the 15 and didn't feel the need to do so until the 18. Upgraded from iPhone 15 Pro Max to iPhone 18 Pro Max. Did the data transfer option and in the middle of it it said there was an issue and the update had to be completed and it would need to essentially erase everything that had been done and start over. Fine, my bad for not setting it up as a new phone and relying on their data transfer. I did the update, got through it, and when it came to my wallet/Apple Pay, about 8 cards from my old phone can't be added back. Specifically, Barclays Bank cards, Capital One cards, my Regions debit card (which is really frying my butt), and Comenity (Seophora/ulta) cards. Bank of America, Chase, Amex, FNBO, and Discover all added just fine and dandy, so the wallet works. It is the same issue every time: "Card could not be added - contact issuer." The process works fine up until I accept the terms and agreement; then the error. I have contacted the issuers multiple times. They blame Apple and Visa. I call Apple, and they say it's not them; it is the payment network. When I call the banks back, they blame Visa (or Mastercard, in some cases) and say it can't be fixed. Regions even said it's the device and they've never heard of a payment authorization network. Yes, it's a first-world problem; I get it, but it is frustrating as **** when everything worked fine before. I love the phone but would getting a new one (exchanging this one) solve the problem? I know Jeff on here gets tired of hearing all this LOL, but any help he or anyone else can offer would be much appreciated

Hi, let’s work through this. The fact your receiving the terms and conditions means the Payment Network Operator (Visa, Mastercard, American Express etc.) has authenticated the cards. The other way we know that is you have added cards already that are on those networks.


Each bank has their own predetermined fraud risk assessment. The process of authentication and verification is entirely automated. In most cases the tier 1 support team has no indication of what the issue might be. You’ll need to try to contact the banks Apple Wallet team, or Apple Pay team or even the fraud department. They would be able to troubleshoot the issue and see the server responses when you try to provision the cards.


Regions has pretty good support and may be the best of the bunch to work with. On the other end of the spectrum is Barclays. Even in the best of times, their support is near the bottom. Present them with an issue like this and they typically just shutdown. Capital One uses a unique verification method that requires you install their latest mobile software and log into it with your account details then you verify by holding the card on the top ⅓ near the NFC module. There’s a lot to go wrong, but they should try hard to fix it.


Your solution is work with each bank. It will take phone calls and escalation to the correct support team. The alternative is do not attempt to add any cards (not even once) for 30 to 45 days. Then try one card once. If it fails post a reply.

In both threads I explained the provisioning process. Apple is not involved. The error message you’re receiving clearly describes the culprit and it’s the banks and their lack of adequate training.
