Unlike iPhone, iPad doesn’t support dual-SIM functionality - i.e., you can’t have two active cellular plans from different carriers at the same time. However, for iPad models that support eSIM, you can have multiple carrier plans - and manually switch between them as needed.

What is eSIM on iPad?
An eSIM is an industry-standard digital SIM built into your iPad, eliminating the need for a physical SIM card. This innovative feature enables you to switch between SIMs effortlessly, manage eight or more eSIMs and activate new plans digitally. With eSIM, you enjoy greater flexibility, enhanced convenience, better security and seamless connectivity, especially when travelling internationally.
When travelling internationally, you can roam with your existing network provider or purchase an eSIM from a local network provider that supports eSIM in the country or region you are visiting. Find wireless network providers and worldwide service providers that offer eSIM service on iPad in the country or region you are visiting.

No, as explained in the linked article, the device uses one eSIM at a time, and cannot automatically switch, so obviously cannot function in the manner you desire.
Thanks. Aware that you can have more than one, just wondered if device could balance between best Coverage without manual intervention or how quick switch could be made.
