Assuming the new phone is on the same Apple Account as the old phone, make sure the old phone synced notes with iCloud by opening settings on the old phone, tap your name at the top, tap iCloud, tap Notes and make sure Notes is turned on to sync with iCloud. After you've made sure Notes are synced, do the same on the new iPhone. Again, both phones need to be signed into the same Apple Account.
