First 6 or so steps at setting up new ipad and the screen has gone sky blue only with the time/ date.

Hello,

I am trying to set up my new ipad 11 (A16) 128gb. I have been using my iphone next to it. Both are on wifi.

I have set up touch, language, country password. I was about to read terms and conditions and the screen has gone sky blue with just the time date at the top of the page. I cant move on. I press the top button and a list of languages comes up briefly, nothing else.

What do I do, what’s happening?
