I apple payed someone for a purchase someone that i know and we had a disagreement now they will not send the money back and i also did not receive the merchandise.

Assuming you used Messages and Apple Cash, there is unforatunatelty no way to get the money back.
Apple advices clearly that Apple Cash transactions, perosn to person are no different than in person cash payments.
You will need to talk to this person to get your money back.
