When you cancel Apple One you are given the option of which services to keep.
If you chose to keep them you would be charged individually for them.

If you did not choose to keep them, then you would not been charged after the current period ended, however, in certain countries, Apple TV and Arcade are now included for free with an iCloud+ subscription, so if you chose to keep the iCloud+ subscription, and are in one of the elgible countries, you get access to them without being charged extra.
The question is: Are you absolutely certain you have been charged for them? Or are they just active?
Do you see these charges on your payment method?
