Hello Apple Support,
I have $0.15 remaining in my Apple Account balance. My country/region is currently set to the United States, but I live in Georgia and want to change it to Georgia.
I cannot change my region because of the remaining balance. Could you please help me clear the $0.15 balance so I can change my country/region and add my Georgian bank card?

I see you want to empty your account balance. The people on this forum—other users like yourself—cannot do this for you but there are two ways you can try:
#1. If you still have a valid credit or debit card from your original country, purchase an item for slightly more than your balance. The remainder will be billed to your card, leaving you with nothing in your account balance. This is the only solution for you to empty your balance if cannot contact Apple Support. This method is the easiest and has the additional benefit that you get to use your money for something for yourself instead of simply giving it to Apple.
#2. Ask Apple Support to remove and keep the balance. Live support is not available in all countries.

If you can neither add a payment method nor contact Apple, your alternative is to create a new Apple Account when you are in the new country. Avoid doing that if at all possible. It may cause many complications with your current account content.

Hello ~If you are trying to zero your balance before changing regions…you may purchase an item from the App Store for more than your balance and the remainder will be billed to your credit card on file thus zeroing your balance . You may also go to lower left hand corner and click on Support and they can zero it for you or…

If you want to clear your Apple Account balance you can either spend the remaining balance by buying an app or content from Apple, which costs slightly more than the remaining Apple Account balance, so that your secondary payment method will be used to charge you for the rest of the payment.
Or you will have to contact the official Apple Support about this and ask them to clear the balance.
However, since your Apple Account is registered to the USA, and there is no local official Apple Support to call in your country, spending the money seems to be your only option.
