Unable to play offline purchased movies on Apple devices without internet

Why do I have to be connected to the internet to play any of the movies I have purchased from APPLE? Despite having the actual physical media downloaded and on my MACBOOKPRO?

I have all the media files on my MACBOOKPRO, added them to the library , authorized them multiple times, signed into my APPLE account countless times, watched them play while connected to the internet, DOWNLOADED all of them to the MACBOOKPRO multiple times, and they still will not play unless I am connected to the INTERNET!!!!!!!

After downloading the movie files to the devices, I want to be able to play those movies on my iPHONE where there is no cell or internet. I want to be able to watch those movies on my IPAD while flying over the pacific where there is NO INTERNET service, I want to be able to watch these movies on my MACBOOK PRO while sitting in the dark with no electricity since it is out in my city and I have no internet. Just like I used to be able to do last month.
