HomePod location services cannot identify its country

Homepod can't tell which country it's in. 

When asked "waht country are we in" it will give me my exact home address - including state - but not the name of the country. When asked "will it rain today" it will give the forecast for the correct state but in the wrong country (common wealth tends to use the same names in every country).

location services have not been turned off on homepod or elsewhere, iphone siri works fine. None of the homepods do.
