You can cancel the subscription, but you cannot cancel the pending charge. Cancelling a subscription just prevents it from being renewed, it does not refund your money or cancel a pending charge.
When you start a subscription/free trial you are required to double click the side button with the terms of that transaction on the screen, followed by authentication with Face ID/Touch ID or Passcode. On that approval screen, there is a message that says to avoid a subscription charge you should cancel a day before that renewal date.
You are held to the terms of that transaction you have agreed to, so if you don't cancel a day before the renewal, you now owe that amount. You can request a refund, but that would only be possible after the amount has been paid. In most cases all transactions in the App Store are final, but at times Apple may provide a compassionate refund. It should never be expected though.
If your account is no longer in good standing because you owe money that has not been paid, then you will be restricted from using the App Store any further (including app updates), but you can continue to use your device for any purpose not related to the App Store.
