If the problem is black on black, how do I fix it. In Wallpaper/ Customize I tried selecting Default, but it changed nothing. The home screen wallpaper is set to light blue, but the folder background (when opened) is still black. How do I change the color of the folder background or change the font color so it's not black on black?

OK I reproduced it by using a light wallpaper which enforces a black icon subtext and it may be a bug.

Remedy - change to a darker main wallpaper so that white text is enforced,

Then report it https://apple.com/feedback

I don't recall seeing anyone else suggest app names inside a folder are blurry. I'm thinking it might be due to a setting in Liquid Glass, but I cannot duplicate anything which blurs app names in a folder myself. I wrote this to help people with Liquid Glass, so see if anything helps by trying the suggestions here --> Liquid Glass - Love It Or Hate It - It's … - Apple Community

Because I don't remember ever seeing it I can't offer a remedy except remove any non standard customisation you may have installed.

Check you have no Accessibility overrides like enhance contrast etc

Resetting all Settings is a possibility.
