It was not there since it came preinstalled on the Mac, however I figured out a workaround. I had two Apple id's, one for the Mac and another for my phone. I downloaded the iMovie on my phone. Then, on the Mac, I logged out of that ID, restarted, and then logged into the ID from my phone on the Mac. Then the app showed in my download history on the Mac, when I tried to then download it to the Mac it recognized the Sequoia OS and gave me the option to download an older version.
