How do I permanently disable Voice Control on iPhone 14 when using wired headphones?

I cannot turn off voice control on my iphone 14. When I play an audiobook with wired headphones, it just automatically, randomly, starts. It is toggled off under Accessibility settings. I have changed the side button so it supposedly needs 3 pushes to activate, but it still keeps happening!!!

CAN I REMOVE IT?
