I am having a party with 4 different themes in different rooms. I wanted to play specific music in each room. (I.e. disco, cowboy). But it will not let me stream more than 1 device at a time. I have apple 1 family plan but that doesn’t work. Help

Update your iPhone and all HomePods to OS 27, if you haven’ t already done so. They have never allowed more than one device at a time with Apple .Music, you didn’t say which music source you’re using. However, they do now. So instead of streaming, I’ll assume means AirPlay, try asking each one to play your preferred music and this just might work better.
Another reason it may not, is if you last used them as a group (playing to more than one), they will often revert to doing that. So try playing to each one individually first, to break that group - then test.
