Corrupted Home, can’t use Home or Matter

I cannot use Home and any associated capabilities on my iPhone. If I open the home app it just shows my home background blurred with seems like a blank button at the bottom. Opening the app works on my iPad. Now the main issue with this, since I don’t use Apple home, is the inability to add matter devices on home assistant. The pop up to scan QR code never appears. I was able to get it to appear on my iPad and my sisters iPhone. So the issue is not with my network or my Apple account, it has something to do with my iPhone and/or home app. There is also no issue with home assistant either as my testing implies. I tried removing and adding back home on my iCloud, I tried deleting and redownloading the home app, I tried deleting the home from the app on my iPad. None of these did anything, I still get that blank screen on the home app and any associated “home” capabilities will not work. I would very much like some help here, as this phone is only 2-3 months old and not being able to commission new matter devices would be a significant problem for my daily uses.
